Fox shitcans Arrested Development
It should be of no surprise to anyone that Fox has finally killed Arrested Development. If you look at the vast killing fields of television, you'll probably notice that Fox has been a vertitable Pol Pot in their culling of great tv. I'm of two minds about this. On one hand, I'm going to miss the show when it's off the air, but on the other hand, I'd hate for it to stay on television and become shitty, like a lot of other sitcoms that have overstayed their welcome. Hopefully fans snapping up massive copies on DVD will make them reconsider their choice, but I'm not holding my breath.

I feel like Fox has a higher ratio of critically-acclaimed, low-rated shows that are cancelled before their time than any other network. At least in the past 5-10 years.

Definately. They've cancelled the well received and brilliant shows Undeclared, Andy Richter Controls the Universe, Futurama, Family Guy (sure it's back but they still axed it), now Arrested Development, and an assload of more shows on top of that. (those are the personal faves)
It seems to usually be just comedies. They consistently produce some of the funniest comedies on television and kill them far before their time.
And they don't just kill them, they bury them alive with schedule changes, pre-empts, time-slot deviations, and poor-to-no advertising. It's fucking insane.

Was Action good? They canceled that, but it got picked up, so...
For fun, you can count genre shows too. Like, I don't know, Space Above and Beyond, which I thought was ace and the Lone Gunmen, which I heard was alright.

Action was a well done show actually, yes. You're right, Space Above and Beyond, which also makes me think of Harsh Realm, which I thought certainly deserved another season. And as far as Lone Gunmen goes, I enjoyed most of it, when it was good (especially the pilot) it was *really* good, but when it was bad... it was *pretty* bad. I was upset that it was cancelled, but on that one I can almost say "ok, I get it". it was for the hardcore fans.
